Problems of implementing electronic democracy in modern Russia

The author notes that at the present stage new forms of public democracy of citizens are actively developing (especially in the intervals between periodic elections). The author theoretically worked out the main advantages and disadvantages of using (including at the local level). The prospects of the proposal to introduce the institute of expert democracy are studied. The article highlights the key disadvantages of electronic participation of citizens in the process of implementing public authority: the problem of tracking the status of an electronic appeal, the presence of an intermediary in the form of the Information Democracy Fund, which checks the initiative for its "demand" by society, as well as unclear identification and protection of personal data in the system.
