Problems in implementation the social efficiency assessment of apartment building management

The housing and communal services sector, being one of the segments of the social sphere that directly determines the conditions of human life support, requires particular attention from the research community. The importance of housing and communal services for the socio-economic development of society implies the need to ensure a high level of efficiency in the management of organizations that provide services. An objective assessment of the social management effectiveness in the housing and communal sector faces considerable difficulties due to the lack of scientific justification and adopted methodology for determining its impact level. The main problem in this area is that the vast majority of services have a number of qualitatively different parameters that are not directly reducible to a single quantitative assessment. The study offers a model that can be used to form a system for evaluating the social effectiveness of management of an apartment building.
