Management issues of life order for orphan children: conceptual analysis

Successful life management of orphans involves the identification and analysis of problems that require timely resolution. Ten clusters of such issues have been identified and addressed. These are diagnostic issues (qualitative, quantitative, causal, functional, dynamic, complex), strategic choice, goal orientation, functional optimization, structural optimization, staffing problem, resource provision, intersubjective interaction, regulation, management inefficiency. Management issues of life order for orphan children is raised, and three groups of indicators related to cost-effectiveness, efficiency and effectiveness are highlighted. At the same time, efficiency indicators are used to evaluate the results of achieving goals or solving problems with the achieved savings in funds (resources). Efficiency indicators refer to an assessment of the relationship between the results obtained and the resources expended. Performance indicators measure the degree of progress towards a goal. The level of orphan children life order management effectiveness is proposed to be assessed according to the following indicators: the scale of orphanhood, the state of adaptation of foster children and graduates of social institutions, and the level of social integration.
