Problems of introduction of electronic document flow system in the province

The article describes the features and problems of introduction of information technologies into the work of local self-government in the province. Local self-government is an integral part of the overall management system in the state, for which the legally defined scope, authority and responsibility. On the example of the rural settlement of "Dyren-Evenkijskoe", a member of the interagency electronic flow, the authors of the article analyze the pros and cons of introduction of a system of electronic document flow system in the rural areas. Continuous arrangements to the executive authorities as well as the exchange of documents are carried out by means of information and communication technology. However, the problem of imperfection of the network technology in the periphery reduces the efficiency of data exchange. Late submission of electronic documents often leads to fines from the direction of the supervisory bodies. In addition, some organizational problems may occur, added to the problem of lack of skills of the staff or low ones. As a result, the efficiency of introduction of electronic documents flow system is lower than it was expected and compared to the same innovations in the central regions. Increased number of documents, fines, inequality between the work performed and salary creates a negative perception among the staff and the population as a whole towards any innovation.
