The paper deals with the relationship between the employees of investigative and operative units of the internal affairs bodies while solving and investigating crimes. The term ‘relationship' is defined by the authors as a coordinated activity of criminal procedural, operative investigating, and organizational managerial nature based on law and by-laws using the most appropriate combination of forces, means, and methods inherent in each unit. Cooperation in this regard implies the integration of individual actions to achieve the goal, which, as a result, requires merging the necessary elements, their conservation, optimal coordination, and coherence. Based on the case law, the authors focus on the relationship between investigators and employees of operative units of territorial internal affairs bodies when processing reports (statistical documents) reflecting the effectiveness of the internal affairs body in general and a unit and its respective head in particular.
