Procedural adaptation of the institution of international legal assistance in criminal matters in the relations between the Republic of Kazakhstan and the Republic of Uzbekistan

The article examines the procedural adaptation of the institution of international legal assistance in criminal matters within the framework of cooperation between the Republic of Kazakhstan and the Republic of Uzbekistan. The author analyzes the legal foundations of bilateral interaction since the signing of the 1997 Treaty on Legal Assistance and its significance for ensuring the effectiveness of criminal justice. Particular attention is given to the issues in the implementation of treaty obligations, protection of citizens’ rights during their participation in foreign proceedings, and the need for additional procedural guarantee. Based on an analysis of legislation, international agreements, as well as law enforcement practices, the study proposes measures to improve the regulatory framework and strengthen the role of consular institutions in safeguarding citizens’ rights. The article concludes that a systemic procedural adaptation of the institution of international legal assistance is essential in addressing the challenges of transnational crime and globalization.
