Procedural problems of bringing criminal action

The article is devoted to the procedural problems of the stage of bringing criminal action. Based on the analysis of the investigational practice the author makes up the conclusions that it's necessary to expand the procedural and investigative activities, to provide preliminary examinations of claims and reports of crimes actually committed and prepared. In his opinion it is very important not to violate constitutional rights of citizens and conduct such investigative activities as observation of a crime scene, examination of a complainant, legal expertise and others. The author thinks his proposals are to increase the effectiveness of gathering facts during the stage of bringing criminal action.
