The Procedural Code of the Russian Federation on Administrative Offenses as a guarantee of procedural rights of participants in proceedings on cases of administrative offenses

As a result of the analysis of the legislation and the legal positions of the authors, questions have been identified concerning the concept, system of principles and structure of proceedings in cases of administrative offenses. In the article, the author notes that the Procedural Code of the Russian Federation on Administrative Offenses acts as a guarantee of ensuring the procedural rights and legitimate interests of persons participating in proceedings in cases of administrative offenses and will allow to unambiguously resolve a number of issues, including those related to the concept, system of principles and structure of proceedings on cases of administrative offenses.
