The article emphasizes the need to review some basic linguistic terms for development of a project for automated learning of non-native language phonology. We offered a methodology for solving this problem with the help of bilingual compare models based on the cluster classification of phonemes and their allophones. The need to change the phonological paradigm, to clearly delineate the terms "phonetics" and "phonology" is proved. Without awareness of the theoretical component, it is impossible to find solutions for development of a practical interactive resource. Work-out of a project for automated learning of non-native language phonology is aimed at formation of phonological platform of foreigners for further development of knowledge and competence in the non-native language.
