Design of professional additional education programs to develop the energy saving competences in Russia and China universities

The important problem of a person's readiness to enhance energy and resource saving is considered. The foreign experience that illustrates the solutions to this problem is given, its positive and negative sides are revealed. The design of competency training programs for managers in social sphere is presented as one of the decisions to the problem. The design process is based on the global experience of designing programs to increase the level of the population competency in energy saving and on the results of experimental work to identify energy saving competences, relevance and needs of professionals to improve their competence in the field of energy resource saving. The paper presents the content blocks of the designed program for the managers in social sphere to improve the level of competencе in energy saving.
