Managerial professional competence as the basis of a rational-bureaucratic university management system

The article analyses various approaches to the study of the university management systems that meet modern sociocultural conditions. The basic principles of M. Weber's rational-bureaucratic organization as applied to university management are examined. The superiority of bureaucracy over other forms of management is justified, provided that the basis of bureaucracy as a social group consists of professional managers, carriers of special knowledge. The professional qualities of the employees who constitute the administrative contingent of higher education institutions are investigated in terms of their suitability to the conditions and needs of the implementation of managerial activity. A description of managerial professional competence, including specialist knowledge, leadership skills and organizational skills, is given. The influence of the deep value attitudes of the subject of management on the effectiveness of managerial activity is substantiated. The conclusion is that attention needs to be paid to training a new type of managerial personnel for higher education institutions.
