The article deals with modernization of the structure of vocational training of penitentiary system employees in the framework of the Conception of penal system development of the Russian Federation until 2020. The author concludes, that there are some positive and negative results of the reform of educational institutions of the Russian Federal Penitentiary Service. The impact of training and retraining of penitentiary system employees on the improvement of human resources of the penal system is considered.
