Professionally Important Qualities in the Structure of Professional and Administrative Competence of Law Enforcement Divisions’ Chiefs

Introduction. The problem of the formation of professional and administrative competence of chief law enforcement officers is currently given special consideration. Relevant work is carried out both in the system of retraining and advanced training of chiefs in educational organizations of the Russian Ministry of Internal Affairs and in conducting classes on relevant topics as part of service and moral and psychological training with management staff. However, for the effective organization of these classes, it is necessary to specify professionally important qualities in the structure of professional and managerial competence of the chiefs. The purpose of this study was to determine the main professionally important managerial qualities of the chiefs of law enforcement divisions, as well as the relevant knowledge and abilities necessary for the effectiveness of their management functions. Materials and Methods. The achievement of the goal was carried out through the methods of analysis of documents, scientific literature, as well as an expert assessment of the chiefs of law enforcement divisions. Results and Discussion. On the basis of the study, the structure of the professional and managerial competence of the chief of the law enforcement divisions was clarified in terms of specifying professionally important managerial qualities, as well as relevant professional knowledge and abilities necessary for the chief to be effective in managerial activities. The results obtained can be used as guidelines for organizing professional and managerial training for chiefs of the divisions, as well as for developing appropriate educational and methodological materials. Conclusions. The authors reveal the dynamics of the development of professionally important qualities and the demand for professional knowledge and abilities of chiefs depending on the duration (experience) of their professional and managerial activities, which should be taken into account in the process of professional and managerial training of chief law enforcement officers.
