The article suggests psychological and pedagogical interpretation of the concept of “professional competence”. A concept of competency library specialist, discusses the approaches of different authors to the definition of competence, which include the system of General and special professional knowledge and skills necessary for effective professional activity. In professional literature there are many definitions that reveal the essence of the concept of “competence” and “professional competence”. The article presents pedagogical approaches to the definition of “competence”. Considered traditional for the children's library of knowledge, skills and leadership skills of reading. Special attention is paid to the new requirements to the library profession, on which there are modern competence of the librarian. In conclusion formed the most significant competence employee of the children's library.
