The article examines HR capacity analysis models with apodictic data. The aim of the study is to form an integral model for the development of HR potential in the regional General Education System. Varying approaches to methods and procedures for combining HR analytics in a systematic procedure with fundamentally predictive features have been analyzed in the course of the work. Advantages of the agent-based approach are revealed, and a methodology for shaping and rationalizing the subject's professional potential based on time-series dynamism is proposed. Synthesis of statistical and demographic criteria such as fertility rate and general education workforce in the Lipetsk region from 2005 to 2017 has been carried out. Using linear-symmetric regression and a realistic forecasting tool, indicators of the quantitative foundations of capacity building for General Education teachers in the Lipetsk Region were obtained.
