This article is devoted to one of the campaigns in the management of the educational organization - the program-targeted approach. The article describes the main features, the necessary circumstances for the application of the program-target approach to the management of an educational organization, systematizing the factors hindering the development of an educational organization. Particular attention is paid to the justification of types of goals and subgoals in the program of development of educational organizations, which should be developed on the basis of the theory of cognitive management.
