Programme and normative provision of law enforcement officers' operative combat training to perform the duty in specific conditions

Introduction. The material concerning programme and standards of professional training (advanced training) of law enforcement officers who are to participate in counter-terrorist operations does not completely correspond to the actual conditions of professional operative tasks. The problem is of organizational and pedagogical character and is determined by lack of normative provision of operative combat training of law enforcement officers to perform the duty in specific conditions. The aim of the research is to substantiate the development of typical tactical and fire-tactical standards, make a perspective analysis of their implementation in the methods of operative combat training of law enforcement officers involved in the counter-terrorist operations in the North Caucasian region of the Russian Federation. Мaterials and Methods. The study is of convergent character, which implies the collection, summarizing and analysis of the accumulated scientific data about social and technical processes in education with regard to professional training of law enforcement officers assigned for counter-terrorist operations. Results and Discussion. The poll conducted among the chief officers of the temporary operative groups and joint squads proved that the learning material is incomplete and uncoordinated. The analysis of the content of the programme material attempted to search the ways of optimization of the organizational and pedagogical approach in this area enabled the authors to reveal the absence of normative basis with the distinct system of evaluation of individual and group professional qualities concerning the interaction in various professional situations in counter-terrorist operational conditions. Conclusions. Organization of the learning process in professional education and in the system of professional service and physical training fails to meet the requirements pertaining to the formation of the learners' special professional competencies and calls for improvement. Successful formation of these competencies is possible only when appropriate tactical and fire-tactical standards are used.
