Programme-normative bases of the development of physical education and mass sport at the place of living

Actual problems of the development of physical education and mass sport at the place of living are examined in the paper on the basis of the analysis of purposeful complex programmes of different levels (federal, regional, municipal). With it all, the programme complex is examined according to levels, functional orientation, periods of realization, sources of financing, effectiveness. Special attention is paid to weak points of complex programmes.
