Program- and project-based approach in the system of regional tourism management

The article analyzes the content and role of state programs and national projects in government control of socio-economic development of Russia and its regions. We have considered the issues of integration of project management methods for development and implementation of program documents using program- and project-based approach, which practicability is reflected in federal target program «Development of Domestic and Inbound Tourism in the Russian Federation (2011-2018). It is shown that the prospects for the development of tourism industry in the Russian Federation correlate with the implementation of almost all national projects, although only two of them concern specific tasks and activities in tourism sector. The emphasis is placed on the need for synchronization of national project activities with the current regional state programs in terms of determining regional projects, financing schedule, and choosing target indicators for tourism development.
