Development programs for flagship universities of the first wave: analysis of implementation targets and results

The authors analyze the implementation of programs for the development of flagship universities through the research of available publications and reporting documentation of universities that are in the public domain. A number of target indicators that are mandatory for development programs, such as the contingent of fulltime students, the volume of research, development and technological work per one scientific and pedagogical worker, the total budget of the university, as well as indicators characterizing the publication activity of organizations in the information and analytical systems of scientific citation Scopus and Web of Science. The results of the imple-mentation of development programs for flagship universities have been summed up. The role of reference universities in regional development and the trends of their transition to the strategic academic leadership program Priority–2030, contributing to their introduction to the world level, are shown.
