Phenomenons of "extraordinary" in administrative law and public administration practice

The problems of «extraordinary» in politics, administrative law and governance practices suddenly have gained renewed salience. At the same time, the most valuable is the research of phenomenon«extraordinary» from the perspective of that part of administrative legislation and those structures of executive branch which provide use of force in order to defence from danger. The conclusion is made, that the expansion and strengthening of areas of «extraordinary» in administrative law and governance practices reflect longterm absolutely dominant socio-political trend, which should be taken into consideration in projecting areas of development governance and legal institutions.
