Russian industrial sovereignty: assessment and strategic guidelines

The events of recent years have made forming the technological and industrial sovereignty of Russia as a whole and if individual industrial regions urgent. This study analyzes and assesses indicators of technological and industrial sovereignty of industrial regions of Russia, differentiated by the degree of diversification of the economy and industry specialization. The hypothesis is that regions with different levels of diversification and specialization differ in their options for forming industrial and technological sovereignty. The study is based on open statistical data on the activities of industrial regions for 2019-2022; it uses dynamic, coefficient, and comparitive methods. The results identified three groups of regions based on the assessment of data on the gross value added: monostructural regions, regions with two significant types of activity, and polystructural regions. The assessment and comparative analysis of the indicators of industrial and technological sovereignty in the three groups revealed differences in the level of indicators and in the strategic potential to strengthen the independence of industry. The results make it possible to clarify the directions of industrial policy in terms of strengthening sovereignty and to develop selective measures to support structurally dissimilar regions.
