Industrial sovereignty of the russian federation and regional functions: updating the program of theoretical research

In the context of the Russian Federation’s socio-economic heterogeneity, ensuring the country's industrial and technological independence is one of the economic development priorities in the face of external and geopolitical challenges. To determine the most effective tools and technologies for ensuring industrial sovereignty, it is important to study theoretical research and systematize experience in implementing such policies. It is also important to identify the factors and conditions that determine the dynamics, level, and direction of achievement. The research considers the development of industry at the stage of post-industrial changes, foreign economic instability, and the aggravation of sanctions policy. It focuses on a special stage of industrial development associated with the transition of countries to industrial sovereignty and the renewal of industrial policy. The research methodology is associated with the use of evolutionary, systemic and comparative approaches, methods of logical, dialectical and content analysis. The paper formalizes the reasons and prerequisites for transitioning to a sovereignization policy. These are based on the consequences of post-industrial shifts, increased external dependence on partner countries and disrupted reproduction cycles in force majeure situations of an external and geopolitical nature. The paper systematizes the substantial characteristics of the category of “industrial sovereignty” of the country and “industrial self-sufficiency” of the regions and presents the existing modern methodological approaches used for theoretical models and the formation of the basis for industrial policy. It establishes the conditions for developing countries to transition to industrial sovereignty, such as having sufficient technological potential and reliable external technological resources. For developed countries, it reduces the structural vulnerability of production facilities and innovative opportunities. The main result is the formation of research directions and programs for the situation of the Russian Federation and industrial regions. The research substantiates the reasonableness and value of applying a competence-based approach to solving the problem of industrial sovereignty. The specifics have been identified as follows: the disaggregation and distribution of functions between regions, taking into account the industry's production capabilities and technological structure.
