Countering violent extremism in the penitentiary system by means of operational investigative activities

The article is devoted to the study of the threat of violent extremism within the penitentiary system of the Kyrgyz Republic and the role of operational investigative activities (OIA) in its prevention and suppression. Given that correctional institutions increasingly become favorable environments for the radicalization of inmates, the authors substantiate the need for the systematic application of OIA as one of the key tools in countering extremism. The paper reviews recent legislative developments that have strengthened the legal and technical capabilities of law enforcement agencies, including the use of digital technologies. Particular attention is paid to specific areas of work: identifying individuals prone to radicalization, agent network development, monitoring communications, preventing religiously motivated conflicts, and conducting individualized work with inmates. The article proposes concrete measures to improve the effectiveness of countering extremism in the penal system, including interagency cooperation, the introduction of risk assessment methodologies, and the development of analytical tools. The study is based on an analysis of current legislation, international guidelines, and practical experience.
