The subjective factor influencing law enforcement efficiency in law enforcement is not the officials' legal consciousness which might be distorted but professional culture. The latter is a complex formation comprising such interconnected and equal integral parts as legal, moral, political, aesthetic and psychological culture. The emphasis is made on psychological culture, its importance and necessity being proved. An insufficient psychological training is a chronic sore defect of law enforcement officers' professional activity. Drawbacks in psychological training frequently urge the officers to use coercive force, violence, threats and other illegal measures. It is relevant to have comprehensive understanding of the fact that special law education without professional psychological training conceals a dangerous defect which under difficult conditions of operative work can void the officer's law education and cause breakdown and failures. The process of studying and early service lack proper law enforcement officers' psychological training though development of necessary psychological properties (intellectual, emotional, volitional) enhances legality at law enforcement agencies as the officers often have to deal with conflict stressful situations.
