Introduction. The need to study the difficulties of a primary teacher in the process of developing functional literacy among students is due to the following factors: a) the importance of high-quality implementation of the requirements of regulatory documents related to the formation of functional literacy in primary school students; b) the nature of the difficulties that younger schoolchildren experience in the process of mastering the content of primary general education.
