Public and parliamentary hearings in the Republic of Buryatia

This article examines the legal regulation of institutions within parliamentary and public hearings organized and held by the regional parliament - the People’s Khural of Republic of Buryatia. Based on the analysis results of regional legislation, similarities and differences of these institutions have been revealed in the following elements - the concept, goals, subjects, and the procedure for holding hearings. In general, it is noted that the institutions of parliamentary and public hearings do not significantly differ. As for the public hearings, they do not meet the principle of democratization. Based on the results of the study, the authors have made legislative proposals to improve the institutions of parliamentary and public hearings.
