The change of the geopolitical situation in the world after 2022, the expansion and strengthening of transnational crime, the transformation of social ties between people after the coronavirus pandemic directly affected the order of the modern world and led to the direct dependence of the national security of modern states on regional security. This circumstance caused the need to develop not only practical cooperation between states within the framework of regional cooperation organizations, but also to expand their interaction in the field of training staff for the law enforcement system, competent in implementing measures aimed at protecting collective security on the adjacent territory. A striking example is the Shanghai Cooperation Organization, which is not only one of the most important actors in countering terrorism, extremism, separatism, illegal trafficking in drugs, weapons and explosives and a number of other transnational crimes in the modern world, but also a leader in joint professional training officers for the law enforcement system.
