Equality of access to education for immigrants in the Nordic states: education as a goal and as a means

The Scandinavian legal systems are known, among other things, for their strong experience of the welfare state. However, the realities of our time indicate a gradual transition from a model of general welfare to a model of a competitive state. Under the latter model, citizens must work to support themselves and contribute to the country's economic and social development. At the same time, the issues of the integration of migrants are especially acute, that is, the modern Scandinavian labor market makes full knowledge of the national language a condition of employment. This article examines how the principle of equality in access to education is reflected in the integration schemes of Denmark, Norway, Finland and Sweden. The author also sets the task to determine what goals and functions have investments in the education of migrants in a changing environment.
