The article deals with the development of adapted educational programs of higher education for people with disabilities, taking into account the peculiarities of their psychophysical development and individual capabilities. The article considers the legal framework and algorithm for implementing adapted educational programs of higher education. In the process of implementing adapted educational programs in the framework of Kuban State University of Physical Education, Sport and Tourism analyzed how is the development of an adaptive model in which learning, education, development of each student with special needs and disabilities is being implemented through the modernization priorities of the faculty.
