Development of regional programs for prophylaxis of oncologic diseases should be based on trustworthy information about features of oncologic case rate in separate territories, data on its dynamics and trends, data about genetoxic effects at the population for forecasting the development of cancerogenic situation in separate territories. For reception the similar information and correct comparison of territories among themselves the uniform standardized approach is necessary for carrying out the similar estimations. Me-thodical references for carrying out the complex analysis of carcinogenesis processes and a mutagenesis at the population of large industrial region are offered.
