The article systematizes the cultural potential growth in the Russian province through the most prominent local art projects that have gained institutional status. That is, those projects that have a long history, a clear structure and internal rules, playing a significant role in the life of their city, while initially having the goal of overcoming local isolation in the direction of global artistic processes. The novelty of the article is in systematizing the experience of the most interesting regional Russian art-projects and demonstrating the intensity of events in the field of contemporary art away from the conditional "centers" like Moscow and St. Petersburg. Author draws attention to the specifics of the format of the Biennale and its relevance in the context of the contemporary artistic situation with an emphasis on Russian experience. Special attention is paid to the glocal nature of regional projects, through the prism of how integration into the international biennial movement allows preserving local traditions. To reveal the chosen topic, the author uses material collected over several years through interviews with curators of regional projects. As conclusions, the article systematizes those specific features of regional art projects that distinguish them from traditional institutions and which can be used in the social and cultural management of other similar events.
