The development of human resources is the relevant task of a higher system of education. However, the task of evaluating the degree the education program is aimed to develop the human resources has not been solved yet. The problem is a low degree of formalization of the result of the development of human resources. This article attempts to describe the methodology for measuring the increments of the human resources. The aim of the article is to describe the assessment criteria of design quality of the educational and scientific process at the university. To achieve this goal the methods of analysis of theoretical and practical background; the analysis of legislative and regulatory documents in the field of higher education; the experimental me-thods of assessing the design quality of the educational and scientific process were used. The study identified the ways to assess the development of human resources, involved in the design of the educational and scientific process at the university. These techniques were integrated into the unified methodology of assessment for the design quality of educational and scientific process. The paper interconnects both formal and informal criteria of the design quality of the educational and scientific process. A complex of criteria of an integrative methodology for assessing the design quality was proposed where the direction of the design of education and scientific process is the main criterion. The criteria and indicators described can provide guidance for the development and implementation of methodologies for assessing the design quality of modern Bachelor's and Master's degree programs.
