Negative factors limiting development of production in the country are actual for oil branch. Inconsistency of interests in a work of the key branches in the agricultural complex is a quite old problem. So development of branches clusters operating on feedbacks between links of the system. Sector of industrial seeds processing and breeding-seed growing center are a key links-integrators. Analysis of agriholdings showed the oil-and-fatty sector is presented by several companies having not only production capacities, storage systems and logistics, but lands for agricultural purposes. The results of conducted researches were used for substantiation of reasonability to organize industrial seed growing of sunflower by agriholdings within the scope of own land-bank both for own sunflower production and for agreements on commercial financing under the future yield with agricultural producers. As a result, increase of net profit is formed due to lowering of prime cost of oil seeds entering for processing. To power interest of the agricultural producers in collaboration being a part of oil-and-fatty sector, it is proposed a scientific component of the oil crops cultivation which proves yield increases and obtaining of a high quality of produced commercial seeds that guarantees high sale prices. Except profits on sales and purchase contracts and license agreements, the scientific-research centers will have a possibility to prepare their own seeds in specialized seed plants of agricultural holdings on special terms. Except that, this mechanism of integration within a regional raw material link of the oil-and-fatty branch realizes also key conditions to subsidize the subordinate to the FASO of Russia organizations due to requirements on commercialization of the results of the scientific and research works of branch research institutions.
