Development of personnel potential of local self-government bodies (a case study of the urban district of Ulan-Ude)

Improvement of the effectiveness of municipal management based on development of human resources is associated with rather serious limitations. Taking into account the fact that use of the extensive method at the expense of increasing in the size of municipal apparatus in the future has already been exhausted, so special attention should be paid to vocational training, refresher course and advanced professional training of municipal employees. In order to improve the work with personnel we have analyzed the personnel potential of the urban district of Ulan-Ude. In conclusion, we propose the options for successful development of human resources capacity in local self-government bodies: firstly, it is creation of a consolidated bank of managerial reserve for state and municipal personnel, which will simplify the work of urban district of Ulan-Ude, and become a single reserve for state and municipal employees; secondly, it is formation of a mechanism for interaction between local selfgovernment bodies and executive bodies of the entity
