The article considers the formation and development of the concept of human rights in the world as a whole, and in Russia in particular. In Russia the concept of human rights is considered as a factor of formation of a social state. The main generations of human rights, their formation and development in Russia are analyzed in the article. Based on the analysis carried out, the author substantiates the impact of the normative consolidation of social rights in the development of a social state in Russia.
