Development of constitutional and legal foundations for ensuring demographic security of the Republic of Belarus

The issues of ensuring demographic security are the cornerstones for every sovereign state. Global trends in this area (the aging of the population due to the lack of proper level of hygiene, medicine and pharmaceuticals, late marriages and delayed parenthood due to career expectations, a decrease in the birth rate in the West and persistently high natural growth in the East) also affect the Republic of Belarus. The observation of the evolution of constitutional norms on the status of the main actors ensuring demographic security - men and women getting married, creating families, giving birth and raising children. Based on the analysis of the texts of constitutions adopted on the territory of Belarus since 1919, the evolution of the development of norms on the ratio of constitutional and legal statuses of men and women, as well as norms on the state protection of marriage and family revealed. Proposed some amendments to the Law “On Demographic Security of the Republic of Belarus”.
