The development of scientific and technical potential in the subjects of Russian Federation

The article deals with the issues of development modern scientific and technological potential in the subjects of Russian Federation on the example of Perm Region. A comparative analysis was made of innovation index of Russian regions and organizations involved in scientific research. Dynamics of regional legislative framework formation in the area of science and scientific and technological policy is shown. The authors reveal the basic problems the development of scientific and technological potential which reduce innovation activity of enterprises and are typical not only for the Perm Region but also for other regions of Russian Federation.
