The main trends in the legislative regulation of local self-government after the collapse of the USSR and the adoption of the Russian Constitution of 1993 are identified, with an emphasis on the power of local self-government bodies. The ambiguity of the approach chosen at that time to the development of local self-government is noted, which was reflected in the relevant legal acts of different levels of lawmaking.
