Development of the region's cultural sector in the context of the objectives of the national project “Culture”

To support the development of domestic culture the national project “Culture” was adopted in 2018 for the first time; the priority of the project is to increase culture accessibility for all citizens of the Russian Federation. This fact actualizes the need to analyze the state of the cultural sector in the regions, assess the possibility of achieving the planned targets of the national project. The purpose of the paper is to analyze the development of the Vologda Oblast’s cultural sector in the context of thenational project. The authors analyze the national project “Culture” and the passport of the regional component of the Federal project in the Vologda Oblast using scientific and statistical methods, consider the development of culture in the period of 2000-2018, in particular the performance indicators and use of cultural and leisure infrastructure of the region. The information base of the study is made up by the works of modern scientists, experts’ disputes on the national project, official statistics of Rosstat and Vologdastat, a Single interdepartmental information and statistical system. The basic characteristics of the national project are determined, the advantages and threats to its effective implementation at the country and the regional levels are presented, the expert opinions regarding the attainability of goals and the adequacy of financial resources are considered. According to the results of the region’s cultural sphere development analysis, the authors determined the negative trends of reducing the number of cultural institutions and attendance of both free and paid events; the positive trends of museum activities active development. It is concluded that the region has a more favorable position (in comparison with the all-Russian level) in terms of quantitative characteristics and the interest of the local population and tourists to the objects and activities of culture. The implementation of the national project in the region is extremely relevant, but the achievement of its goals imposes additional tasks on the authorities to ensure the population’s accessibility and interest to the modernized facilities, initiatives to support talents and the created digital products. The results of the work are of practical interest and can be used by government officials, cultural workers, researchers, teachers and other interested persons.
