The article explains the process of the development of creative abilities of youth under the influence of education socially significant facilities in cultural institutions. The article examines the psychological attitude that precedes and determines the development of creative abilities of young people in any form of social and cultural activities, as well as acting as a state to mobilize quickly, ready to follow-up, due to the presence of the corresponding situation in the subject needs to satisfy it. The author believes that the desire for creative innovation occurs where there is a group of people, that is the creative cultural institutions - potential or actual adherents. Paradoxically, at first glance it may seem that creativity in cultural institutions require collective, encounters and even recognition, at least to a small circle of young people near the intellectual level. Today is considered to be that the creators of mostly people who managed to rise above the general opinion, and traditions, it is not so.
