Development of Russian Federation legislation on licensing

This article examines the history of the establishment of the institute of licensing in Russia, the level of consolidation of this concept in legislation in various periods, as well as the connection of this process with historical events. Analyzing the legislation and the points of view of domestic scientists, the author comes to the conclusion that licensing is a relatively young institution, and dynamically developing legislation in this area has generated and continues to generate legal conflicts.
