Implementation of an additional professional retraining program “Instructor-guide (water tourism)”: problems and ways to solve them

Over the past years, Russians’ interest in domestic tourism has been constantly growing. This trend is due not only to external factors, but also to the initiatives of the Government of the Russian Federation and governors, implemented at the federal and regional levels. The development of domestic tourism is an important task for our country. According to Rosstat, tourist flows in Russia increased by 16.5 % over the year. Undoubtedly, to increase the tourist flow, investments are needed in the development of the necessary infrastructure. At the same time, an important issue remains the quality provision of these services in accordance with legal regulatory requirements, including for employees of travel companies, their competence and the availability of professional education. The article analyzes legal norms in the field of tourism and identifies 4 factors, which together represent the basics of legal regulation of tourism activities. The process of implementing an additional professional retraining program “Instructor-guide (water tourism)”, developed on the basis of the professional standard “Instructor-guide” (2021) and regulatory documents in the field of tourism, is considered. Four main problems that arose during the development and implementation of the program were identified: determining the content of the additional professional retraining program “Instructor-guide (water tourism)”; determining the basis for practice, since the practical part must be practiced in real conditions; selection of teaching staff, specialists, teachers and instructors of water tourism at a level that would interest the audience with their authority, versatility and competence; identifying potential students - organizers of water tourism, explaining the purpose of obtaining professional education and the requirements of legislative acts of the Russian Federation when carrying out tourism activities. The ways to solve them are described. An algorithm for organizing training under the additional professional retraining program “Instructor-guide (water tourism)” is presented.
