Realization of the function of social solidarity and compromise in conditions administrative command system

The social solidarity and compromise function of labor law is aimed at satisfying socially significant needs of representatives of employees and employers. Analyzing the implementation of this function in the process of its evolution in different historical periods, the author comes to the conclusion that the state monopoly on means of production, planned economy, and administrative and command management system in our country made effectively implement this function impossible. The activity of trade unions becomes ideologized and subordinated to the interests of the state, so rational relations with the employer, in fact - the state, become impossible. In view of the fact that there is a coincidence of interests, since the management of the enterprise and the Union are actually in the service of the state. In addition, the state conferred on trade unions powers not inherent to them, and by financing, deprived them of the opportunity to perform their function effectively. This allows us to speak about the manifestation of dysfunctionality in the process of the social solidity and compromise function implementing at this historical stage.
