Implemantation of the measures on special needs secondary vocational education accessibility in the Russian Federation

The article explores the development of the inclusive secondary vocational education in the Russian Federation. The main quantitative indicators of inclusive secondary vocational education development based on the 2015 monitoring are analysed. The author formulates the objective of the inclusive secondary vocational education development - to provide the accessibility of the special needs secondary vocational education allowing social adaptation and socialization. The article reveals the activities content for the next 5 years, which aims to create and improve special organizational and pedagogical conditions; to create the infrastructure providing the universal non-barrier environment for special needs secondary vocational education in the Russian Federation and training, retraining and professional development of the specialists in the field of inclusive education; to create the system of effective professional selfdetermination, social adaptation of the invalids and people with disabilities in secondary vocational education.
