Enforcement of the right to education in Mongolia for the convicts deprived of liberty

Penal legislation of Mongolia does not comprise the norms of compulsory general education for the convicts deprived of liberty. The strict regime correctional colonies do not have professional training institutions, therefore many released convicts lack the profession, cannot get a certain job and adapt in society. The polls conducted among the convicts and officers of the penitentiary system of Mongolia prove the convicts’ need to get education. Approaches to the solution of this problem should be sought in the experience of the Russian Federation. The author finds it urgent to legislatively approve the age limit of 35 years for getting general education, create not only comprehensive schools at several colonies of general and strict regime but also an institution of professional education at one strict regime colony and enforce the distant learning for the convicts willing to get higher education.
