The implementation of the principle of prevention of harm to the environment in environmental law

The article analyzes some aspects of legal regulation in ecological legislation of ecological and legal measures and requirements, which guarantee realization of such a principle of ecological legislation as prevention of harm to the environment on the stage preceding realization of ecologically significant activities. In particular, it is about the assessment of influence on the environment, ecological expertise and requirements to separate stages of engineering, construction and reconstruction of capital objects, which negatively influence the environment. The author concludes that the ecological legislation in power in respect to the stated ecological and legal measures and requirements does not ensure due realization of the principle of prevention of harm to the environment.
