Realization of resource potential of urban districts in the Chelyabinsk region

The management of complex social and economic objects in the form of urban districts is considered in the article. The topicality of development of methodological approaches to this problem is determined by a variety of reasons: a need of adaptation of the state strategic planning system to modern challenges, as well as by practical relevance of making decisions on preventing negative processes at any level of economics. The hierarchical approach, in the framework of which the processes are examined in a consistent way, is proposed as one of the methods for formation of sustainable social and economic environment of the region. The suggested algorithm for creating an integral criterion of urban districts development has enabled us to receive an idealized system in the form of a three-level pyramid, which contains eight (January) and seven (February) subsystems. In January in the “area” echelon factual models of the subsystems specified the following problem elements: “Unemployment number”, “Share of installed meters in houses”, “Number of recorded crimes”, “Unemployment rate” and “Tension in the labour market”. In February in the “area” echelon the factual models contained the following characteristics “Unemployment number”, “Area of allocated construction sites”, “Share of installed meters in houses”, “Salary in education”. In the echelon “district” in January the following problem indicators are singled out: “Unemployment number”, “Unemployment rate”, in February the following problem characteristics are formed: “Share of children who need kindergartens”, “Salary in large and medium organizations”. In the echelon “district” in January only one problem element “Unemployment number” is mentioned, and in February it transforms into an indicator “Salary in medical organizations”. The rotation process of the singled out characteristics indicates their great volatility, as well as high dependency of echelon subsystems on the resources of higher systems. The combined index of resources (sustainability) indicates the need of additional investment to successful development of the considered system according to preferred directions.
