Implementation of network interaction in the educational and production cluster of the federal project “Professionality” (on the example of the “Mechanical Engineering” industry)

The federal project “Professionality” has been actively implemented in the system of secondary vocational education since 2022. Its main objective is to introduce an industry-specific model for training mid-level specialists in in-demand professions through the development of a comprehensive partnership. The cluster organization of personnel training for the secondary vocational education system is used as a mechanism for implementing the FP “Professionality”. The main idea of the cluster is to ensure network interaction between educational organizations of secondary vocational education and enterprises of the real sector of the economy included in a certain industry. The article analyzes the research literature on the problem, the state of legal regulation of interaction between educational organizations and the business sector, development programs for educational organizations participating in the FP “Professionality”, and the results of their implementation over the year. This study describes the activities of the “Mechanical engineering” industry, which ensures the solution of the following tasks: management, creation of horizontal links between the basic professional educational organization and cluster participants - network educational organizations, industrial enterprises that have entered the cluster based on the network interaction regulations; eliminating the gap between theoretical and practical training of students by applying uniform approaches to the development and implementation of educational programs and the development of digital educational content; formation of uniform requirements for graduates’ competencies in accordance with professional and qualification requirements for training personnel for the industry; popularization of professions, organization of practice, passing a demonstration exam of a specialized level by network organizations; involvement of key employers in assessing the quality of professional training of specialists; involvement of employers in the educational process as teachers and mentors; implementation of unified approaches to improving the qualifications of teaching staff. The efficiency of the cluster is presented based on the results of federal monitoring.
