The priorities and content of the modernization of the Russian higher schools are examined on the basis of understanding the specifics of European education with its competence-oriented educational standards and their implementation in the module-rating teaching approach. It is proposed that the higher schools of the defense and law enforcement agencies should step away from the regulated character of self-learning which is not using the modern possibilities of information technologies and the time adequate for quality training.
